amp; Jurisdiction Home Advisory Group Participants Program 2018 GIJC Home Advisory Group Participants Program 2018 GIJC Global Internet And Jurisdiction Conference 2016 November 14 16 Paris, France Organized by Internet & Jurisdiction Outcomes of the 2016 Conference The first Global Internet and Jurisdiction Conference of Internet & Jurisdiction Policy Network was held on November 14-16, 2016 in Paris, France. It brought together over 200 stakeholders from more than 40 countries. For the first time on a global level, senior representatives from governments, businesses, technical operators, civil society, academia, and international organizations specifically addressed the future of jurisdiction on the cross-border Internet. The conference was institutionally supported by the French Ministry of Foreign Affairs, the OECD, the European Commission, UNESCO, the Council of Europe, the Slovak Presidency of the Council of the European Union, and ICANN. The first Global Internet and Jurisdiction Conference firmly placed the topic of jurisdiction on the Internet governance agenda, as recommended in the 2014 NETmundial Roadmap for the Future Evolution of Internet Governance Ecosystem. It fostered trust across stakeholder groups and bridged the policy sectors of legal cooperation, digital economy, human rights, and cybersecurity. Over the course of three days, participants collaboratively framed issues of common concern, exchanged on existing efforts to address them, and discussed related operational challenges. As an outcome, stakeholders identified concrete areas for cooperation to help the development of shared policy standards and frameworks for legal interoperability and due process across borders. Secretariat Summary Session Videos Conference Pictures Institutional Supporters Opening Speakers Carl Bildt Former Swedish Prime Minister, Chair of the Global Commission on Internet Governance Carl Bildt served as Sweden’s foreign minister from 2006 to 2014, and was Prime Minister from 1991 to 1994, when he negotiated Sweden’s EU accession. A renowned international diplomat, he served as EU Special Envoy to the former Yugoslavia, High Representative for Bosnia and Herzegovina, UN Special Envoy to the Balkans, and Co-Chairman of the Dayton Peace Conference. Bio Douglas Frantz Deputy Secretary-General, OECD Mr. Douglas Frantz took up his duties as Deputy Secretary-General on 2 November 2015. In this role, he will actively contribute to the strategic direction of the OECD’s development agenda, notably in the context of the cooperation with the United Nations toward the achievement of the Sustainable Development Goals by 2030. An American citizen, Mr. Frantz comes to the OECD from the U.S. State Department, where he was Assistant Secretary of State of Public Affairs. He was responsible for communications and social media worldwide, leading a bureau of more than 300 staff. Before joining the State Department, he worked for then-Senator John Kerry as deputy staff director and chief investigator of the Senate Foreign Relations Committee. He was a newspaper reporter and editor for more than 35 years, reporting from 40 countries and covering major conflicts including both Gulf wars and the Afghan war. He shared a Pulitzer Prize for coverage of the aftermath of 9/11 while at the New York Times. He also is the author of 10 nonfiction books. Mr. Frantz holds a B.A. from DePauw University, and a Master of Science from Columbia University Graduate School of Journalism. Bio Frank La Rue Assistant Director-General Communication and Information, UNESCO Frank La Rue is Assistant Director-General Communication and Information at UNESCO. Before, he was the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression at the UN Office of the High Commissioner of Human Rights. Mr. La Rue is also co-founder of the Center for Legal Action for Human Rights (CALDH) and has been involved in the promotion of human rights for over 25 years. He is widely respected as one of the world’s foremost human rights advocates, with particular expertise in political analysis; democratic development; and conflict management, negotiation, and resolution. A lawyer by training, Mr. LaRue has worked as a journalist, served in the government in his native Guatemala, and has frequently taught and written about human rights. Bio Nicklas Lundblad Vice President, Public Policy and Government Relations EMEA, Google Nicklas Lundblad has been with Google since 2007, first building the public policy team in the Nordics, after which he was recruited to build a long term policy research and strategy team in Mountain View. He spent three and half years in Mountain View building and leading this team, and then returned in 2013 to Sweden and took on the role as head of Google’s European public policy team. He holds a PhD in informatics, and is an adjunct professor in innovation at The Royal Institute of Technology in Stockholm. Mr. Lundblad is a member of the Royal Academy of Engineering Sciences in Sweden, an Eisenhower Fellow and has served on a number of boards. In 2012 he was one of 21 Google executives globally given a Great Manager Award. He is the author of three books on information technology and policy, and is a regular contributor to several newspapers and magazines. Bio Nnenna Nwakanma Africa Regional Coordinator, World Wide Web Foundation Nnenna Nwakanma works to develop cutting-edge collaborations in Africa. Her work has a particular focus on the Alliance for Affordable Internet project and the Web We Want campaign for human rights on and through the Web. She is also heavily involved in driving forward the open data agenda across Africa. Ms. Nwakanma is an experienced development professional who has worked in the ICT field in Africa for over a decade. As well as leading a highly regarded consultancy platform, she has in recent years co-founded The Free Software and Open Source Foundation for Africa, and served as a board member of the Open Source Initiative. Her career has allowed her to work closely with many civil society organisations, the African Development Bank, the Digital Solidarity Fund and has seen her involved in many phases of the UN’s Africa Information Society Initiative. She has lived and worked in five African countries and is fluent in English, French and a number of African languages. She focuses on freedom of expression, intermediary liability and privacy. She is the lead author of the India Country Report for the Global Network of Centres’ research project on online intermediaries, as well as the India reports 2014 and 2015 within the Freedom on the Net annual report. Bio Maria Ines Baqué Secretary of Innovation, Ministry of Modernization, Argentina MarÃa Inés Baqué is currently the Secretary of Public Management and Innovation for the Argentinian Ministry of Modernization. Her previous roles have included Services Director for Argentina & Uruguay at Microsoft, IT Services Director at HP Argentina, and various roles in international businesses. Ms. Basqué is a great believer in education and women empowerment as huge social transformers.
